Advanced Textile Parks to be Set up in Seven States

Setting a great example of the Make in India and Make for the World policies, the Government of India (GOI) has announced 7 grand textile Parks to be established in different Indian states under the PM Mitra (PM Mega Integrated Textile Regions and Apparel) scheme, which was announced in October 2021.

Overview of PM MITRA Parks

PM MITRA Parks offers a distinctive model where the Centre and State Governments collaborate to promote innovation, encourage textile science and technology, create job opportunities for rural citizens, and increase overseas investment.

The Textile Parks, inspired by the 5F vision of the Indian Prime Minister, Narendra Modi, are expected to generate jobs for 20 lakhs people for textile companies in India and attract over INR 70K Cr investment. It will also realize the GOI’s vision of making India a global center for textile manufacturing and exports and foster an integrated value chain for the sector. This will further ease out environmental clearances.

The center has selected the states of Maharashtra, Tamil Nadu, Karnataka, Telangana, Uttar Pradesh, Gujarat, and Madhya Pradesh to establish the new Parks. Prime Minister Narendra Modi stated in a Tweet that the Parks will provide state-of-the-art infrastructure for the textiles sector, attract investment of crores and create lakhs of jobs.”

He further added, “PM MITRA Mega Textile Parks will boost the textiles sector in line with the 5F (Farm to Fibre to Factory to Fashion to Foreign) vision. Glad to share that PM MITRA mega textile Parks would be set up in Tamil Nadu, Telangana, Karnataka, Maharashtra, Gujarat, MP, and UP.”

The Parks, with an estimated project cost of INR 4 445 crores, will be ready to operate by 2026 – 27.

Making the Textile Industry Organized and Integrated

The Parks will provide immense opportunities for textile companies in India to grow overseas. Textile Minister Piyush Goyal anticipates an INR 70,000 crore investment in these Parks and over 20 lac job opportunities for Indians. The Parks will develop an integrated textile value chain, right from processing fibers, spinning yarn, and knitting and weaving fabric, to dyeing and printing and garment manufacturing. Everything will be done in a single place.

Mr. Goyal further added, “The textile industry has been unorganized in the country. The increased wastage and logistical costs impact the competitiveness of the country’s textile sector. This cluster-based approach, a vision of the Prime Minister, will solve several problems of the sector.”

The sites for the location of the Parks were selected in an unbiased and transparent manner after evaluating 18 proposals from 13 States. The eligibility of the sites was determined based on several criteria like connectivity, existing ecosystem, textiles, infrastructure, utility services, and the state’s industrial policies.

A Centre and State Government owned Special Purpose Vehicle (SPV) will be provided for each park to ensure proper implementation of the project.

The Ministry of Textile added that it would provide Developmental Capital Support of up to INR 500 crore and Competitive Incentive Support (CIS) of up to INR 300 per park.

The State Governments have offered 1000 acres of land for free for the park development with water and energy provisions. INR 200 crore has been allotted as the initial investment for FY 2023 – 2024.

The Parks’ proposed international standard industrial infrastructure will attract technological developments and improve export, online trading, and foreign direct investment in the industry.
